A useful tissue-paper specification begins with the product and inner packaging, the approved wrapping sequence, flat sheet size, sheets per packed unit, base-sheet construction, opacity target, artwork repeat, print coverage, color reference, contact surfaces, folding, bundle count, carton, quantity by design, and destination. The physical sample should be reviewed flat, folded, wrapped, and after the agreed holding condition.
Keep two decisions separate: the commercial page answers who can develop and quote the tissue; this guide helps a buyer calculate demand and write an RFQ. The calculator does not select a basis weight, set a supplier MOQ, predict manufacturing waste, or approve ink, product contact, environmental claims, or production.

Low quantity conflicts with a heavily customized route
Small-business discussions repeatedly compare fully printed packaging with stock packs plus stickers, cards, or tissue while sales are uncertain. Translate that into comparable RFQs for stock, semi-custom, and custom routes; do not copy a commenter's quantity or price. Review the low-MOQ discussion.
A rush request can remove normal approval time
A packaging thread asked for full-color printed tissue delivered in about three days. Before promising a date, separate artwork release, proof, sample, print, drying, conversion, folding, packing, freight, customs, and final delivery. Read the rush-order question.
Quality is not measured by the number of effects
A recent high-end packaging question prioritized a simple, high-quality experience at low volume. For tissue, judge the real sheet, fold, reveal, color relationship, transfer risk, bundle consistency, and packer's action before adding denser artwork or more colors. See the buyer question.

Use the staged low-MOQ packaging framework before selecting the route
Sheet and artwork
Release the repeat only after the wrapping mock-up.
The same flat pattern can reveal a different face after folding, turning, tucking, and overlapping. Number the approved mock-up and connect it to one artwork revision.
- Record flat width and length, grain or direction requirement if relevant, product orientation, fold sequence, overlap, tuck and sheets per pack
- Define logo size, repeat width and height, spacing, angle, reading direction, start point, printed side, and whether registration to folds or trim matters
- Mark trim, supplier-specified bleed, safe area, non-print area, color names, white or knockout behavior, and artwork version on the released file
- Adobe defines bleed as artwork extending outside the trim area; use the printer's exact template and bleed value rather than a universal number
- Review the pattern flat, trimmed, folded, wrapped, inside the actual box or bag, and after the intended holding time

Appearance and contact
Approve opacity, color, rub, and offset in the packed condition.
A screen file does not show how translucent paper, print coverage, multiple folds, product color, lighting, pressure, and contact time interact.
Use the real product behind the sheet
Compare the selected base sheet and color over representative products and inner packs, flat and at the actual number of folded layers. Record lighting, viewing direction, desired reveal, show-through, and approved physical reference.
Judge each substrate separately
A color can look different on translucent tissue, coated box wrap, uncoated bag paper, labels, or ribbon. State whether the goal is a measured target, close visual relationship, or intentional tonal difference and retain the approved physical sample.
Name both surfaces and the holding condition
Define printed-to-printed, printed-to-product, printed-to-box, or printed-to-hand contact; drying and conditioning; pressure; motion; duration; temperature and humidity where relevant; inspection method; and acceptance criteria.
Packing and QC
Specify how the tissue arrives at the packing station.
Correct printing can still cause waste when fold direction, count, bundle protection, carton orientation, identification, or receiving checks are missing.

Claims and RFQ
Keep paper, recycled content, recyclability, and FSC as separate claims.
A tissue sheet can look simple while the claim depends on the exact fiber, ink, coating, additives, supply chain, product contact, contamination, collection system, destination, and wording.
Verify the certified chain and order claim
FSC explains that chain-of-custody certification follows forest-based material through the supply chain. Confirm the direct supplier, certified site and scope, order claim, label approval where used, and supporting sales documents. Read the FSC overview.
Match qualification to real access
The FTC advises qualifying recyclable claims when suitable facilities are not available to at least 60 percent of consumers or communities where the item is sold. Review the exact project and destination rather than using an unqualified universal claim. Review the FTC Green Guides summary.
